It means enough coats to achieve true opacity rather than the minimum that looks acceptable while wet. It also means the crew cuts a clean, straight line at every ceiling and trim junction by hand rather than relying on tape alone. When you are evaluating estimates, ask specifically what preparation is included and how many coats are quoted. Those two answers explain most price differences.
